On November 15, 2022 Ari participated in a panel discussion at the annual meeting of state utility commissioners in New Orleans. The National Association of Regulatory Utility Commissioners (NARUC) event attracts power industry regulators from all fifty states as well as industry, federal officials, and stakeholders. The panel discussion was about state laws that restrict transmission development. Ari argued that by blocking non-utility transmission investment, so-called right of first refusal laws are part of a suite of federal and state policies that are facilitating sub-optimal utility transmission projects.
