Army Corps Proposed Rule Introducing a Framework to Evaluate Proposed Water Resource Investments

The Army Corps of Engineers issued a proposed rule establishing Agency Specific Procedures (ASPs) that formalize the Principles, Requirements and Guidelines (PR&G) by which water resource projects are evaluated. ACE emphasized that environmental justice is “one of the Guiding Principles of the PR&G and this proposed rule”. To that end, the proposed rule “directs that environmental justice considerations shall be incorporated into all phases of the planning process and decision-making for Corps Civil Works programs.” The ASPs will provide guidance on which projects are subject to PR&G, pursuant to the Water Resources Development Act of 2020.
