CEQ issued guidance on advanced techniques for carbon capture and underground storage (CCUS). The guidance required federal agencies to “evaluate the impacts of proposed CCUS actions on potential host communities early in the planning process” and provide information on a project’s impacts, costs, and benefits in advance of Tribal consultation and stakeholder engagement. The WHEJAC released a report last year that listed carbon capture and storage as among the types of projects that do not actually benefit communities, and thus shouldn’t be included as “benefits” under Justice40. Comments closed on April 18, 2022.
