HUD issued a final rule for Section 184 of the Indian Home Loan Guarantee Program to increase homeownership opportunities for Native American families by providing a federal guarantee on qualifying loans in the event of default. The rule affirmed that a NEPA categorical exclusion applies to the Section 184 Program in HUD’s environmental review regulations. The exclusion applies to environmental reviews for Trust Land and fee land within an Indian reservation, and on fee land owned by the Tribe outside of the reservation boundaries.
