The Trump administration signed Executive Order 14162, titled “Putting America First in International Environmental Agreements”. The executive order directed the US Ambassador to the United Nations to notify the UN of America’s withdrawal from “any agreement, pact, accord, or similar commitment made under the United Nations Framework Convention on Climate Change.” That order rescinded the National Adaptation and Resilience Planning Strategy.
On January 10, 2025, the Department of State released the U.S. National Adaptation and Resilience Planning Strategy, which set out a four part framework for climate adaptation in the United States. The four primary approaches involve: 1) periodic climate risk and vulnerability assessment; 2) planning and identification of adaptation options through an overarching national framework alongside federal agency adaptation plans; 3) implementation through adjustments to federal policies and programs and through provision of federal investments to enable adaptation actions; and 4) agency-specific efforts to track results and promote effective monitoring, evaluation, and learning (MEL). The Strategy built on the United Nations Framework Convention on Climate Change guidelines.
