Electricity Law Initiative Director Ari Peskoe spoke in Lexington, Kentucky at a workshop for stakeholders and state regulators in PJM states. The event, organized by Duke University’s Nicholas Institute and the Great Plains Institute, included discussions of state environmental goals, pending EPA rulemakings, and the intersection of state clean energy policies and PJM’s capacity auction.
Ari’s remarks focused on two legal issues: state authority to subsidize power generation and FERC’s pending decision on new PJM capacity auction rules. He also touched on current efforts to implement a carbon price in the PJM market. See his full remarks here.
