On Oct. 9, 2025, EPA asked for public comment on its reconsideration of the risk management rule for carbon tetrachloride (CTC) under the Toxic Substances Control Act (TSCA). The existing chemical exposure limit of 0.03 parts per million (ppm) was of particular interest, and the agency requested input on the feasibility of exposure monitoring and suggestions of other exposure limits. EPA announced its reconsideration on Sept. 12, 2025. Public comments could be submitted until Nov. 10, 2025.

Background

On Dec. 18, 2024, EPA published a final rule to regulate carbon tetrachloride (CTC) under the Toxic Substances Control Act (TSCA). CTC is known to cause liver toxicity and cancer, and is currently used to make refrigerants, aerosol propellants, and foam-blowing agents, among other uses. The regulation reduced exposures to workers and communities through workplace protection requirements and also banned prior uses of CTCs, required downstream notification and recordkeeping, and required CTC-producing facilities to ensure that compliance measures did not lead to increased ambient air concentrations outside the facility, benefitting both workers and fenceline communities.
