EPA published a final rule to regulate carbon tetrachloride (CTC) under the Toxic Substances Control Act (TSCA). CTC is known to cause liver toxicity and cancer, and is currently used as feedstock to make refrigerants, aerosol propellants, and foam-blowing agents, among other uses. The proposal would reduce exposures to workers and communities through workplace protection requirements and also ban prior uses of CTCs, require downstream notification and recordkeeping, and require CTC-producing facilities to ensure that compliance measures do not lead to increased ambient air concentrations outside the facility, benefitting both workers and fenceline communities.
