DOE Delayed Deadline for Manufactured Housing to Comply with Energy Conservation Standards

Final Rule, Rollback

On April 24, 2025, DOE proposed to extend the deadline to comply with certain energy conservation standards for manufactured housing, and noted the agency planned to rollback “unnecessary regulations” affecting the manufactured housing market. On July 2, 2025, DOE published its final rule, delaying enforcement of certain energy conservation standards in manufactured homes. Specifically, DOE extended the deadline for Tier 2 homes (multi-section homes) from July 1, 2025 to 180 days after DOE publishes its final enforcement procedures. The deadline for Tier 1 homes (single-section homes) remained unchanged at 60 days after DOE publishes its final enforcement procedures. DOE published proposed enforcement procedures on December 26, 2023, but has not published the final enforcement procedures.

Background

DOE’s Office of Energy Efficiency and Renewable Energy issued a final rule on May 31, 2022 codifying updated energy conservation standards for manufactured housing. Under the rule, Manufacturers needed to comply with the new standards by July 1, 2025 for Tier 2 homes. Manufacturers of Tier 1 homes needed to comply with the standards 60 days after DOE issues enforcement procedures for those homes. According to UtilityDive, manufactured homes use 70% more energy per square foot than traditional homes, and are generally occupied by low-income households. DOE published a related notice that it planned to conduct an environmental impact statement assessing the air quality impacts of setting these standards more tightly.
