The Secretary of Transportation issued a memorandum in furtherance of EOs 14148, 14151, and 14154 to eliminate environmental justice related work within DOT. As part of the memo, the Secretary required that DOT employees initiate processes to “rescind, cancel, revoke, and terminate all DOT orders, directives, rules, regulations, notices, guidance documents, funding agreements, programs, policy statements, or portions thereof, which are subject to the relevant executive orders and which are not required by clear and express statutory language.” The memo further canceled three Departmental Orders, including orders establishing the Department of Transportation Equity Council, setting the Climate Change Adaptation and Resilience Policy for DOT Operational Assets, and laying out DOT Actions to Address Environmental Justice in Minority Populations and Low-income Populations.
