FEMA issued a new data strategy for 2023-2027 outlining efforts to make data accessible, usable, and effective and promote widespread data sharing by adopting the default assumption that FEMA data is safe to share unless law, regulation, or policy says otherwise. FEMA acknowledged this “is a significant change to existing philosophy” within the agency. Public access to FEMA data is essential to inform advocacy to make FEMA programs more equitable. In conjunction with the strategy FEMA planned to publish an Implementation Plan that detailed “specific tactical projects that align with the objectives laid out in this strategy, to achieve the desired future state for data at the agency.”
