Bio

Abby Husselbee is a Staff Attorney and former Legal Fellow at the Environmental & Energy Law Program. Abby conducts legal analysis to support state climate policy. Before EELP, she was the re-entry policy fellow at Greater Boston Legal Services, representing low-income clients in Massachusetts courts and advocating for policy changes in the Massachusetts legislature. Abby attended Georgetown University Law Center, where she served as an Executive Editor of the Food & Drug Law Journal. During law school, Abby interned with the Massachusetts Supreme Judicial Court and the Massachusetts Attorney General’s Office. Abby holds a J.D. from Georgetown University Law Center and a B.S. from Boston College.

Following a Supreme Court decision, the Biden administration amended the definition of WOTUS, and 26 states challenged the amended definition. The Biden EPA and Army Corps voluntarily implemented the pre-2015 definition in the states challenging the rule, and their 2023 definition remains for the other 24 states. The Trump administration announced it would revise the 2023 definition.
