Joe Goffman Joins EPA as Principal Deputy Assistant Administrator, Office of Air and Radiation


Joseph Goffman, the Environmental & Energy Law Program’s executive director, joins the Biden-Harris Administration as Principal Deputy Assistant Administrator, Office of Air and Radiation at the U.S. EPA. Joe joined EELP in 2017, and has contributed much to our program’s growth, working with and supporting EELP’s extremely talented lawyers, communications team, and student research assistants to build portfolios on Environmental Governance, Corporations and Climate, and State and Local Climate Strategies. Joe brought deep climate and environmental policy experience to HLS from his years as a senior staffer in the U.S. Senate and as a senior advisor at the U.S. EPA in the Obama administration. Our founding director Jody Freeman said, “Joe has been a wonderful intellectual partner to me in growing our program and increasing its impact. And he has been a terrific leader of our staff. Although I am sad to see him go, it is to the country’s benefit. Joe is the perfect fit for EPA’s Air office at this crucial moment. No one knows the Clean Air Act better.
